Cannabis Media Council Releases Full Spectrum Edition IV

The Cannabis Media Council released Edition IV of Full Spectrum: Guidelines for Responsible Cannabis Advertising on October 13. The voluntary framework introduces a proposed universal Cannabis Advertising Code centered on adult audiences, truthful and substantiated claims, and responsible-consumption messaging. The Council also announced a Cannabis Publisher Circle with founding partners LEAF, Hiii, and Fat Nugs.

The edition includes an original marketer survey, but the public announcement and landing page do not provide enough methodological detail to independently assess the sample and denominators, so this roundup is not repeating the headline percentages. The Council also previewed a 2026 “I’m High Right Now Buy Legal” campaign planned for Meta, Surfside, and Leafly; that is an announced launch plan, not confirmation that the campaign is already live.

The release connects the guidance to the proposed SAFE Platforms Act, H.R. 10433, introduced September 16 by Rep. Valerie Foushee with Del. James Moylan. The bill lists cannabis among high-risk advertiser categories and would require enhanced verification and periodic re-verification by covered platforms. It remains proposed legislation. Voluntary adoption of the Council’s code would not by itself satisfy the bill if enacted or replace existing law and platform rules.

Veterans Cannabis Care and Grove Bags Expand Access

Veterans Cannabis Care and Grove Bags announced an October 13 partnership built around a limited-edition co-branded pouch and a November 29 Veteran Appreciation fundraiser in Orlando. The nonprofit says the event will cover physician evaluations and Florida state card fees for 100 veterans, while raising money to support additional applicants in 2027.

The collaboration pouch carries “Free Access for Veterans” artwork and links to wellness and donation resources. The event is scheduled for VFW Post 4287 and will rely on cannabis-industry sponsors for donated merchandise, services, and event support. Eligibility for Florida’s medical cannabis program remains subject to state requirements and physician evaluation.

Glass House Farms Earn GACP Certification

Glass House Brands announced October 14 that its Casitas and Padaro farms received certification to the PJRFSI Cannabis Safety Standard GACP. The company says the two California greenhouse sites together cover more than half a million square feet and that the certification supports its preparations for regulated medical markets.

Certification is a step toward international supply, not authorization to export. Glass House said any shipments would depend on U.S. federal law and the requirements of importing countries. The company is continuing discussions with government agencies and potential partners.

Capsoil Acquires Red Mesa Science & Refining

Editor’s note: This acquisition was announced October 6 and is included this week at the editor’s request. Capsoil Technologies acquired Red Mesa Science & Refining in full, and the St. George, Utah, operation is now operating as Capsoil Red Mesa. Terms were not disclosed.

Capsoil says the 55,000-square-foot site adds U.S. capacity for Liposoll single- and multi-ingredient formulations serving cannabinoid, nutraceutical, cosmetic, food, and beverage customers. The company describes Liposoll as a liposomal delivery platform intended to improve solubility and absorption. Those are company performance claims. The facility’s quality certifications and operation under food and supplement manufacturing standards do not establish FDA approval of its ingredients.

California DCC Updates Licensees

California’s Department of Cannabis Control issued an October 12 licensee update covering sampling and quality-assurance reviews, doing-business-as and fictitious-business-name requirements, federal rescheduling resources, rulemaking, and a Cannabis Product Image Analyzer.

The update is operational guidance rather than a new statewide legalization measure. Licensees should review the agency’s full notices and any linked rulemaking documents before changing compliance procedures, because obligations can differ by license type and local jurisdiction.

Frequently Asked Questions

Is the Cannabis Advertising Code legally binding?

No. It is a proposed voluntary industry standard. Existing laws and platform policies still control, and H.R. 10433 remains proposed legislation.

Has the Cannabis Media Council’s 2026 campaign launched?

The October 13 announcement says the campaign will launch on Meta, Surfside, and Leafly. That wording describes a plan, not a verified completed launch.

Does Capsoil Red Mesa’s manufacturing status mean FDA approval?

No. Manufacturing certifications and compliance with applicable facility standards do not constitute FDA approval of an ingredient or its performance claims.
